ACTION COMMITTEE FOR THE IMPLEMENTATION OF THE MEDIUM TERM EXPORT
STRATEGY: AN UPDATE
An
Action Committee to implement the Medium Term Export Strategy
(MTES) was set up by the Commerce & Industry Minister, Shri
Murasoli Maran, under the Chairmanship of Shri Dipak Chatterjee,
Commerce Secretary. The other members of the Committee are: Shri
L.V. Saptharishi, Additional Secretary, Ministry of Commerce &
Industry; Shri D.K. Mittal, Joint Secretary; Dr. H.A.C. Prasad,
Economic Adviser (Convenor of the Committee); Shri Arun Kumar,
Export Commissioner; Shri Venkat Subramanian, Managing Director,
Exim Bank; Shri Sanjaya Baru, Economist & Chief Editor, Financial
Express; Shri K. Venugopal, Economist & Executive Editor,
Hindu Business Line; Shri G. A. Tadas, Economist & General
Manager, Industrial Development Bank of India (IDBI), Pune; Shri
Rustagi, Joint Secretary (Tax Research Unit), Department of Revenue;
Shri O. P. Sharma, Adviser, Planning Commission; Shri Atul Chaturvedi,
Joint Secretary, Ministry of Textiles; Shri V.L. Chopra, President,
National Academy of Agricultural Sciences & Executive Secretary,
Department of Agricultural Research & Education; Shri J.S.
Bhasin, Chairman, Engineering Export Promotion Council (EEPC);
Shri Vinay L Deshpande, President, Manufacturers Association in
Information Technology (MAIT); Shri Sheshashayee, President, Society
of Indian Automobile Manufacturers (SIAM); Shri Anil Swarup, Chairman,
Agriculture & Processed Food Products Export Development Authority
(APEDA); Shri S.C. Kakkar, Chief General Manager, Reserve Bank
of India (RBI), Mumbai. The first meeting
of the Committee was held on 7/5/2002. Various issues were discussed
in this Committee related to implementation of MTES.
It
was agreed to set up a Market Intelligence Centre at the
Department of Commerce with the help of institutions like Exim
Bank. It was also decided to sensitise the State Governments on
the MTES by having meetings on a regular basis in different States
with the State government representatives and exporters and encourage
States to formulate State export strategies and policies. It was
also decided to sensitise the Indian Embassies on the MTES and
trade facilitation. While the Budget 2002-03 and Exim Policy 2002-07have
implemented some of the suggestions of the MTES, the Committee
emphasised the need to pursue implementation of the other Action
Points.
