The Government of India has undertaken upgradation of 13 existing Government Medical Colleges (GMCs) in the first phase, at an approved cost of Rs.120 crore (central contribution- Rs.100 crore and State share- Rs.20 crore) per institute and 6 more GMCs in the second phase of PMSSY, at an approved cost of Rs.150 crore (Central contribution-Rs.125 crore and State share-Rs.25 crore) per institute.  Details of upgradation projects completed and the projects in progress along with funds sanctioned/released for upgradation of these Institutions are given below:-

In addition, 39 Government Medical Colleges/Institutions have been approved for upgradation under Phase III of PMSSY with outlay of Rs.150 crore per medical college. Fund sharing between Centre and State is Rs.120 core and Rs.30 crore respectively.  List of GMCs approved under Phase-III of PMSSY is given below. Further, 12 more GMCs have been announced for upgradation under the scheme during the Budget Speech 2014-15.

Besides this, this Ministry is also running a Centrally Sponsored scheme for “Strengthening and Up-graduation of State Government Medical Colleges for increasing Post Graduate seats,” with funding pattern of 75% by Central Government and 25% by State Government for starting new PG disciplines and increasing PG seats. Government of India is implementing another CSS for strengthening of existing government medical colleges to increase the UG Seats with proposed central assistance of Rs. 7,500 crore and State/UT share of Rs. 2,500 crore. The funding pattern is 90:10 by Central and State Governments respectively for North Eastern States and Special category States and 70:30 for other States with the upper ceiling cost pegged at Rs. 1.20 crore per seat.

The proposals received from Himachal Pradesh, Orissa and Tripura were considered while finalizing upgradation under PMSSY Phase-III. Proposals received during 2014-15 have been considered to be taken up in subsequent phases.  

Under the newly introduced Centrally Sponsored Scheme (CSS) for “Up-gradation of existing State Government /Central Government Medical Colleges to increase MBBS seats in the country,” 21 proposals have been approved till date. No funds have been released under this scheme due to non-availability of funds. Details are given below:-

Centrally sponsored scheme for establishment of new medical colleges by upgrading district/referral hospitals” with fund sharing between the Central Government and States in the ratio of 90:10 for NE/special category States and 75:25 for other States. The proposed central assistance share is Rs. 8457.40 crore and State/UT share is Rs. 2513.70 crore.  The total cost of establishment of one Medical College under the scheme is Rs.189 crore.

Criteria for identification of Districts under the Scheme:

i         District Hospitals/referral hospital with bed strength of 200 or more.

ii.              District/Referral hospitals of the districts where there is no medical college.

iii.          Preference to underserved areas.

A total of 22 colleges have been approved under the scheme and funds to the tune of Rs. 128.53 crore have been released to the States.

The upgradation programme under PMSSY broadly envisages improving health infrastructure through construction of Super Speciality Blocks/Trauma centres etc. and also procurement of medical equipment.   As per the work approved and taken up at various GMCs under PMSSY Phase-I and Phase-II, approximately 3600 beds are to be added.    In the case of GMCs under PMSSY Phase-I and Phase-II, the expenditure of Rs.120 crore and Rs.150 crore per institute respectively is likely to be incurred for completion of the upgradation projects.

The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.
