Minister of State for Textiles (I/C), Shri Santosh Kumar Gangwar and Chief Minister of Manipur, Shri O. Ibobi Singh laid the foundation stone for an Apparel & Garment Making Centre at Imphal today. The Centre shall come up at Lamboikongnangkhong, Imphal West.

The Centre is being set up as part of a landmark initiative announced by the Honourable Prime Minister Shri Narendra Modi in Nagaland, on 1st December, 2014. The Prime Minister had announced that an Apparel and Garment Making Centre shall be constructed in all North Eastern states. Work on such a Centre for Nagaland has already begun, after the foundation stone was laid by the Union Textiles Minister, on 24th February, 2015 . Shri Gangwar will also lay the foundation stone for an Apparel & Garment Making Unit at Namchi District, Sikkim, tomorrow.

The Textiles Minister said that the project will be a beginning in the direction of setting up of organized textile industry in North Eastern Region.

The Minister said that the Prime Minister Shri Narendra Modi has a special concern for the states of the North East. In line with this, the Textiles Ministry is implementing various schemes to boost the textiles sector in the region.

Shri Gangwar expressed his Ministry’s commitment in pursuing the development of all segments of textiles industry in North East, by giving particular thrust to improving earnings of primary producers and workers. He said that the Ministry is working in a committed manner to enable the workers of the Indian textiles sector to get due value for their rich cultural products. He assured that all necessary cooperation will be extended to all stakeholders for strengthening the textiles sector in the country.

Secretary, Textiles, Dr. S. K. Panda said that the Ministry has tried to give maximum possible attention to the states of the North East Region. He said that the textiles sector has huge potential for generating income and employment. He highlighted how the Apparel and Garment Making Centre would contribute to this.

Each Apparel and Garment Making Centre set up under the initiative is estimated to generate direct employment for 1,200 people.

Each state will have one centre with three units, having 100 machines. For local entrepreneurs with requisite background, required facilities to start a unit will be provided in ‘plug and play’ mode. Once such entrepreneurs get established, they can set up their own units, allowing the facility to be provided to new entrepreneurs.

The project will be fully funded by the Ministry of Textiles. The estimated expense is Rs. 18.18 crores, for each state. The central assistance would be towards construction of physical infrastructure, purchase of machinery and capacity building for next three years. National Buildings Construction Corporation Ltd. (NBCC) has been assigned the work of construction of centre and installation of machinery.

The State Government’s contribution is in the form of land admeasuring 1.5 acre; Government of Manipur has accordingly, identified land at Lamboikongnangkhong, Imphal West. The Textiles Minister inspected the chosen site, earlier in the day today.

The initiative comes under the North East Region Textile Promotion Scheme (NERTPS) of the Ministry of Textiles. NERTPS is an umbrella scheme for the development of various segments of textiles, i.e. silk, handlooms, handicrafts and apparels & garments. The scheme has a total outlay of Rs. 1038.10 crore in the 12th Five Year Plan.
