Petroleum Minister Launches LPG Transparency Portal to Empower and benefit Consumers

  At a launch function in the capital today, Mr. S. Jaipal Reddy, Minister for Petroleum & Natural Gas, dedicated a unique initiative - the ‘LPG Portal’ - that will host data on the last mile delivery of domestic LPG cylinders,  supplied  by PSU Oil Marketing Companies (OMCs) to nearly 14 crore households in the country.

 

For decades, the OMCs have delighted consumers by reaching the convenient cooking fuel at their doorsteps. To empower LPG users through a public accountability system – Indian Oil, BPCL, HPCL - have now introduced through a web-platform, complete visibility of the LPG cylinder transactions to all citizens across the country.

 

The LPG Transparency portal can be accessed through the official website of the Ministry of Petroleum and Natural Gas : www.petroleum.nic.in. Access is also available through respective OMC websites, www.indane.co.in; www.ebharatgas.com and www.hindustanpetroleum.com. Through a single click, consumers can now know their individual pattern of LPG usage, LPG booking status, LPG refill history or request for surrender of their connection, highest consumption consumers, subsidy availed etc. The information on the portal can also be sorted by consumer number, consumer name and by distributors’ name easily.

 

This initiative is expected to emerge as a powerful tool for social audit for all domestic LPG supplies. This portal not only benefits consumers but is also a unique resource for civil society to access LPG distribution information, report discrepancies and register their feedback on the anomalies in supply, if any.  To enable the OMCs to improve their services, the portal also gives opportunity to consumers to rate the services of their LPG distributor, thus helping the oil companies to focus on areas of improvement and enhance consumer satisfaction.

 

By informing, educating & empowering LPG consumers across India, the transparency of information on the websites is intended to make all the stakeholders accountable, thus leading to a just and equitable distribution of the subsidized LPG fuel. Nearly 14 crore households across India covering urban, semi-urban and even rural India are expected to benefit from this initiative.

 

 

Following is the text of Minister’s speech on the occasion:

 

I am extremely happy to be present here on the occasion of the dedication of the LPG  Portal of Oil Companies to the LPG consumers of our country.  LPG is an environment friendly fuel that keeps the flame burning in the kitchens of over 13 crore households across the country. Its use has led to reduction in usage of wood as a fuel in rural areas andeliminates the harmful effects of smoke from traditional fuelson rural women.

 

OMC’s have been making efforts to increase coverage of LPG so that it is available in all parts of the country. However, the high prices and volatility experienced in the prices of LPG and our high dependency on imports of LPG makes it very challenging to maintain the supply of LPG to the customers at the subsidized price. The three Oil Marketing Companies supply over 32 lakhs cylinders per day and are expected to incur a subsidy burden of Rs.43,000 crore this year.

Thus the need to curb unauthorized usage of LPG for commercial purposes has become acute in the recent times.

 

The Oil Marketing Companies have been constantly leveraging technology to launch various initiatives for offering convenience to their consumers For example, some of them are offering the facility for booking refill cylinders 24x7online through their websites as well as through SMS and IVRS. In continuation of their endeavor to leverage technology to achieve more efficiency and improve business processes, Oil Companies have now put in place systems to capture the complete details of customers and track their LPG consumption pattern with an aim to increase transparency in LPG supply chain.  With this information, each OMC has created a transparency portal which is hosted on their individual websites. These portals can also be accessed from MOP&NG’s website. These portals provide complete details of each customer with their consumer numbers, name, address, no. of cylinders supplied, dates of supply as well as the indicative subsidy amount for the cylinders supplied.  The portals feature quick search options to find one’s distributor,sort information based on consumer numberand consumer name, see thehighest off take consumer orput in a request to surrender one’s connection.   Logging a complaint is just as easy. Consumers can now even rate the performance of theirdistributors; and this is expected to help the services to improve further. These portals would truly empower the consumers and civil society to verify or seek information under one roof and bring about transparency in a government program where thousands of crores of subsidy is involved.

 

            I wish to congratulate Indian Oil, Bharat Petroleum and Hindustan Petroleum on this commendable achievement of bringing complete transparency in supply of subsidized LPG through the Transparency Portals.  I am sanguine that this portal will become a powerful social audit mechanism encouraging people to desist from misusing subsidized cylinders.

 

            I would like to place on record my deep appreciation of the OMCs efforts in delivering excellent performance despite coping with uncertainties.  I wish them All Success in their future endeavours and with these words I now dedicate the LPG Portal of the OMC’s to the customers of this nation. ”
