Following is the text of the Home
present the report of the Ministry of Home Affairs for the month of September,
I inaugurated the 47th Annual
Conference of DGPs/IGPs of the States on 6th Sept. Important topics discussed
in the conference included Left Wing Extremism, situation in North-East, VIP
security, human trafficking and gender issues in investigation and communal
situation in the country. A nine member Standing Committee of DGPs headed by
the DIB was constituted to suggest Best Practices and Standard Operating
Procedures for aspect of police operations/functioning and also to recommend
assessment on any contemporary issue of national security. Some of the important recommendations include
filling up of vacancies of Police Forces to improve Police population ratio,
technological upgradation, controlling crime against women and elderly,
effective use of Community Policing and devising strategies to counter misuse
of Cyber Space.
2. On September 14, I addressed the
Conference of the Heads of the Indian Missions abroad.
3. I attended the Fifth Meeting of
Home/Interior Ministers of the South Asian Association for Regional Cooperation
(SAARC) held in Maldives
on 26th September, 2012. On
the margins of the Conference, I held discussions with my counterparts from
Maldives, Bhutan and Pakistan.
4. The SAARC Ministerial meeting
recognized that more intensive regional cooperation depends fundamentally on
improved regional security. Particular
areas of focus in this regard include strengthening cooperation in counter
terrorism, prevention of illicit trafficking in drugs and psychotropic
substances and also trafficking in women and children. We endorsed the proposal to identify ways of
working together to counter the growing challenge of cyber crime, and to
include this issue in future meetings of
SAARC Home and Interior Ministers.
September 4, a case against the absconding Indian Mujahideen (IM) operatives
was entrusted to NIA for investigation.
These operatives with the active aid and support from their Pakistan based associates have been conspiring
along with the IM sleeper cells within India,
to target various important places and foreign nationals/tourists visiting India.
September 14, 2012, appointment of Judge(s) to preside over the Special Courts
of National Investigation Agency (NIA) in Maharashtra and Gujarat
7. In a meeting
with the Chief Secretary, Manipur and representatives of Director General
Military Intelligence/Director General Military Operations, the Suspension of
Operations (SoO) Agreement with Kuki National Organisation (KNO) and United
People’s Front (UPF) was extended upto
December, 31, 2012. The Tripartite Agreement with the Kangleipak Communist
Party (MC) was also extended by one year.
8. In the meeting of Joint Working Group
held on September, 24, the SoO Agreement with National Democratic Front
of Bodoland (Progressive) was extended upto December 31, 2012.
9. In the meeting of Joint Working Group
of Achik National Volunteer Council (ANVC) held on 26th September at
Shillong, the SoO Agreement was extended upto September 2013.
10. On September 14, sanction of Rs.1.17
crore was issued in favour of Nehru Yuva Kendra Sangathan (NYKS) for organizing
5th Tribal Youth Exchange Programme at 04 places with participation
of 2000 Tribal Youth drawn from 30 focused districts in 4 Left Wing Extremism
11. An amount of about Rs. 76 crore was
released to the LWE affected States of Chhattisgarh, Jharkhand, Madhya Pradesh
and West Bengal as the reimbursement of the
expenditure incurred by them on anti-naxal operations in 2011-12 under the
Security Related Expenditure Scheme. Also, an amount of Rs. 2.70 crore was
released to the Indian Air Force as payment of Airlift charges for anti-naxal
operations in 2012-13.
Central Armed Police Force (CAPF)
the month, about Rs.83 crore for acquisition of land and Rs.880 crore for
construction of office/residential buildings were sanctioned to CAPFs.
the month, an amount of Rs.2.70 crore was sanctioned as an Ex-gratia
Compensation to the Next of Kins (NOKs)
of CAPFs in 24 cases.
14. On September 18, Rs.20 lakh each was
released to Ms Mary Kom, Additional SP, Manipur Police and Shri Yogeshwar Dutt,
DSP, Haryana Police who won Bronze medals
in Boxing and Wrestling respectively in the Olympic Games- 2012 held at London.
15. The law and order situation in Assam is
constantly being reviewed in close coordination with CRPF and Government of
Assam and the deployment of additional 15 companies of CAPFs have been extended
the request of J&K, 20 companies of
CRPF on September 14 and 51 companies of CRPF on 21.9.2012 were deployed
in the State for law and order duties.

Embassy of India at Mexico, Bogota (Colombia),
Guatemala, Tel Aviv (Israel) and Darussalam (Brunei). This facility is now operational at 90 Indian
18. 60 Km of floodlighting work was
completed in the month of September, 2012 on Indo-Bangladesh Border.
19. Under Coastal Security Scheme,
land identification for 111 out of 131
Coastal Police Stations was finalized and process of land acquisition in 74
cases was initiated.
12 Crore was released in September, 2012 for construction of Coastal Police
Stations, Jetties and operationalisation of Costal Police Stations.
21. Government have sanctioned 27 ITBP
priority roads of 804 Km length along Indo-China border. Construction work of one road was completed
and work on 24 roads is in progress.
Formation of 24 Km was completed during the month. The cumulative figures as on date are 557.30
Km formation and 175.36 Km surfacing
22. An outlay of
Rs.990 crore has been earmarked under Border Area Development Programme in the
current year for 17 border States. As on date,
Rs.643 crore (which is about 65%) has already been released to 14 States
(Bihar, Gujarat, Himachal Pradesh, J&K, Manipur, Meghalaya, Mizoram,
Nagaland, Rajasthan, Sikkim,
Tripura, Uttarakhand, Uttar Pradesh and West Bengal).
the Crime and Criminal Network Tracking and System (CCTNS), till
September 2012, Contracts with System Integrators have been signed in 23
States/UTs, advance payment to BSNL has been made in 16
States/UTs and Service Level Agreement (SLA) with BSNL for Networking Solution
has been signed in 26 States/UTs.
24. As part of Capacity Building
under CCTNS, over 33 thousand persons were imparted training in the month of
September. Till date, the number of persons imparted trainings is 5. 24 lakh.
25. Due to heavy rains in the upper catchment
areas, the rivers including Brahmaputra caused severe flood in the 20 districts
affecting 3354 villages, 29.14 lakh people and 3.28 lakh hectares of
agricultural land. A total of 40 human lives and 3672 live stock were lost. 1069 Relief Camps are operational
accommodating 5.43 lakh persons. Two
army helicopters, 7 teams (235 personnel) of National Disaster Response Force
along with 29 boats were deployed for carrying out rescue and relief
slope failure/landslides and flash floods
26. Due to continuous rainfall from 19th
– 23rd September, 2012, severe damage to life and property was
caused in different parts of North Sikkim. 15 human lives were lost and 23 houses were
damaged. There were 76 landslides along roads and 4 log bridges have been
27. On September 12, the High Level Committee
(HLC) relaxed the time period norms under SDRF for provision of fodders/feed
concentrate and water supply in the cattle camps in case of drought. The HLC also approved assistance of Rs.114.55
crore from NDRF to Arunachal Pradesh in respect of floods/landslides in 2011
and Rs.536.57 crore from NDRF for Assam in respect of
floods/landslides in 2012.
28. The Committee on Non-Plan Expenditure
(CNE) agreed to recommend extension of the Modernization of State Police
Forces (MPF) Scheme for five years with
effect from 2012-13.
29. Data processing for Population
Enumeration Schedules has been completed for all the States and the
reconciliation work is in progress.
30. Under the National Population Register
(NPR), the capture of biometrics, is in
progress in the States of Manipur, Nagaland, NCT of Delhi, Maharashtra, Goa,
Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha and West
Bengal. As on date, biometrics has been captured for more than
5.88 crore persons, adding 1.03 crore persons during the month. Data Entry (in
English and the Regional language) has been completed for more than 82.13 crore persons, adding 7.96 crore
during the month. Under coastal NPR, more than 44.73 lakh cards have been
produced, so far.”
