The Minister of State (Independent Charge) for Statistics and Programme Implementation Shri Srikant Kumar Jena has said that under the MPLAD Scheme, recommendation of works by MPs, sanction and execution of works by District Authorities is a continuous process. The MPLADS guidelines provide for completion of the sanctioned projects generally within a time period not exceeding one year. However delay in completion do take place at the level of the implementing authorities. The main reasons for the delays are non-availability of land, preparation of technical estimates, etc. The State-wise and year-wise physical and financial performance of Lok Sabha constituencies in terms of works recommended, sanctioned and completed and the funds released and utilized during the last two years and the current year under the Member of Parliament Local Area Development Scheme (MPLADS) is given in Annexure.

 

In a written reply in the Lok Sabha today Shri Jena said, the MPLAD Scheme is administered through a set of guidelines which inter alia prescribe time limit for sanction and completion of eligible recommended works. However, wherever delay in implementation of the MPLAD Scheme is brought to the notice of the Ministry, the concerned State/UT Governments are directed to inquire into the matter and take appropriate action against the officials responsible for delay.
