The estimation of poverty at the national and State level is done by the Planning Commission on the basis of the Sample Survey of Consumer Expenditure carried out by the National Sample Survey Organisation (NSSO) after an interval of 5 years approximately. The Ministry of Rural Development provides financial and technical support to the States and UTs to undertake BPL Census to identify the BPL households in the rural areas who could be targeted under its various programmes. The BPL Census is done by covering 100% rural households through door-to-door survey. The BPL Census 2002 has been conducted for the 10th Five Year Plan and 21 States and UTs have finalized and furnished the BPL list. The State Governments have been advised to post the BPL data for each district with details of individual BPL households on their website also. 158 Districts have already posted the village-wise BPL data on the website of this Ministry i.e. www.rural.nic.in also.
