Regulatory bodies to modify anti ragging regulations in accordance with the judgment of the Supreme Court – Dr. R.K. Raghavan

The Raghavan Committee appointed by the Supreme Court for monitoring the measures to prevent ragging in higher educational Institutions met at New Delhi yesterday and reviewed the progress made by different regulatory bodies and other stakeholders who have been directed by the Court to implement the recommendations of this Committee’s report on anti-ragging measures. Representative from All India Council for Technical Education informed that the Council is in the process of finalizing regulations. On the recent incident of ragging in Vasavi College of Engineering, Hyderabad, AICTE has sought a report from the institution by 19.6.2009. The Council is in the process of stopping all grants from AICTE under various schemes and withdrawal of approval/withholding the admissions for the current year 2009-10 against the institution for failing to prevent ragging. For this purpose, the Council has deputed a fact finding committee to ascertain the facts of the case. Representative from UGC informed that Commission has finalised and approved `UGC regulations on curbing the menace of ragging in higher educational institutions 2009’. The Commission is in the process of notifying the anti-ragging regulations shortly.The representative from Education Consultants India Limited (Ed CIL) informed that the nation wide helpline would be functional soon. Expressing satisfaction towards the steps taken by the regulatory bodies on formulating anti ragging regulations in higher educational institutions, Dr. R.K. Raghavan, Chairman of the Committee urged the regulatory bodies to make their regulations available in the public domain. As the new academic session would commence shortly, it is the most crucial period to intensify efforts jointly and remain vigilant so that ragging can be eradicated from the campuses of the institutions. He highlighted that the Court has endorsed all the major recommendations of the Raghavan Committee report and advised regulatory bodies to modify anti ragging regulations in accordance with the directions of the Hon. Supreme Court. He urged upon the regulatory bodies to give it widest publicity to make all the stakeholders aware of its ill effects. Shri Raj Kachroo and Prof. S.S.
