Kamal Nath seeks co-operation from Haryana CM in implementation of future PPP Projects; NHAI, Haryana Government and the Concessionare to meet to find solution to the problems of the Delhi Gurgaon Expressway

The Road Transport & Highways Minister Shri Kamal Nath sought the co-operation of the Haryana Chief Minister, Shri B. K. Hooda in giving fillip to the future PPP (Public Private Partnership) projects. He impressed upon Shri Hooda to sign the Umbrella State Support Agreement without any further delay so as to ensure that the projects which have been started does not suffer. Better co-ordination between the Haryana & Delhi Government for providing alternate road connectivity to ease out de-congestion between Delhi – Gurgaon was stressed upon by the Minister. The issue of speeding up of the process of land acquisitions and forest clearance for the ongoing and future projects was also raised. Law & order issues with regard to unauthorized median opening at Hero Honda Chowk on NH-8 on the Delhi- Gurgaon Highway also came up for discussion.
The law & order problem created by the unauthorized median opening at Hero Honda Chowk on NH-8 on the Delhi- Gurgaon Highway was one of the important issues discussed. This is leading to traffic/ congestion and delay of about 30 minutes. The Minister also raised the issue of proposed constructions of traffic signals, speed breakers and Zebra crossings at the location which would lead to contractual complications and also be a safety hazard. It was decided that a meeting will be held by the NHAI Chairperson with the Haryana Government and the concessionare, DS Constructions Private Limited to find an amicable solution to the problem. Shri Nath said that his objective is to ensure safety of the people as well as to provide congestion free traffic.
The issue of better co-ordination between Delhi and Haryana Government on the issue of providing alternate road connectivity between Delhi and Gurgaon also came up for the discussions. The Haryana Government has mooted out the Northern Peripheral Expressway and the Southern Peripheral Expressway projects for this purpose which requires tying up traffic circulation needs of Delhi also. Shri Hooda agreed for a joint meeting with Delhi Chief Minister to ensure better coordination.
The Haryana Chief Minister assured the Minister that the Umbrella State Support Agreement will be examined and steps will be taken to sign it at the earliest. The Haryana Chief Minister also apprised the Minister that the State Support Agreement for the six-laning of the Gurgaon- Kotputli- Jaipur section has been signed. Earlier the Haryana Government has linked the signing of the Agreement with provision of additional structures such as pedestrian crossings, underpass and grade separators . The Agreement for Panipat- Jallandhar section of NH-1 will also be signed in the next two weeks.
Haryana Government was asked to complete the process of acquiring 2240 hectare land for the ongoing and future projects. The three projects which require urgent action on this end are Rohtak- Panipat Project, 4/6 laning of the Bahadurgarh –Rohtak section of NH-10 and 4- laning of Zirakpur- Parwanoo section. The Haryana Chief Minister conveyed that necessary action on this has already been taken.
