Aicte releases list of new technical institutions found fit to conduct courses in 2005-06

The All India Council for Technical Education (AICTE) has released the list of new technical institutions found fit to conduct technical educational courses and admit students from the year 2005-06. This is inconformity with its endeavour  to promote  qualitative growth in technical education in the country without diluting standards.   The Council this year had received 767 applications from Societies/Trusts desirous of setting up  new institutions in  disciplines  of Engineering and Technology, Pharmacy, Architecture, Hotel Management etc.    243  proposals were found fit for issue of Letter of Intent (LOI).   In a major policy shift this year,  the Council had  made the LOI  valid for three academic years so as to give reasonably adequate time to the institutions to put the entire physical infrastructure and Human Resource in place before commencing courses.    The institutions  were advised to get inspections done only  after being fully prepared and on complete fulfilment of the minimum  norms and standards prescribed by the Council.             200 inspections,  on request of institutions, were conducted in different parts of the country.   In the first phase, only 33 institutions were found to be conforming to the requirements and thus suitable for issue of Letter of Intent.   48 institutions were found to be ready in all respects except the fact that they had failed to appoint an eligible Director-Principal as Head of the Institution.   Such institutions    have been given further extension in time to make the appointment  of Director-Principal by 30th June, 2005.  The rest  of the institutions have been conveyed the deficiencies on account of which the Council could not consider  issue of final Letter of Approval.   In the interest  of fair play and natural justice however, such institutions have also been given an  opportunity to appeal against the decision of the Council by 3rd June, 2005 incase they feel  aggrieved by the said decision of the Council.  The Council has launched a series of initiatives to make the process of approval transparent, participative and effective.    State Governments and Affiliating Universities are being treated as active partners and their consultation is  sought at all important stages of decisions making  be it  at the time   of inspections  of the  institutions or the appraisal of the inspection reports.  The  Council has also followed the policy of putting the entire information with regard to decisions at various stages of  Approvals in public domain on its official website so that  stake holders have unrestricted  access to information.   The list of    33 institutions found suitable for  issue of Letter of Approval for the year 2005-06 has also been prominently published by way of  public notice  in leading newspapers of the country.  The purpose  of this exercise is to draw public attention to these institutions for providing any information pointing to misrepresentation, misreporting etc. by 27th May, 2005   whereon  the Council would re-verify the status of fulfilment of norms and standards before issue of final LOA.
